I have an upload button on my website that allows clients to upload documents to me. It is stored in RS Form. I am trying to export the documents to my local computer. I been trying to do it in excel. It exports but i only get a copy of the link, not the actual document. Is there a way to export these old documents to my computer for future use.
The administrator has disabled public write access.

There is no way to export an excel file that contains the files uploaded. You will have to use the links to download them one by one.
