to the applicant so they can verify the information submitted.

I did not know if there was a way to get this done automatically.
The administrator has disabled public write access.

Yes, submitted information can be sent to the form submitter via email, please refer to the article linked below for more information on how this can be implemented:

Note that, mentioned in the linked article is the possibility to add {global:confirmation} to the email's text in order to include a submission confirmation link.

However, for the submission confirmation functionality to be completely activated, you need to also set "Enable Confirmation By Email" to "Yes" in Components >> RSForm!Pro >> Manage Forms >> edit your form >> Properties >> Form Info tab >> Misc section.
