I am unable to find the allowable file type in the configuration tab. Where are they?
The administrator has disabled public write access.

This is actually being set up per file upload field, it is not a general setting. To enable uploading PDF files, head to Components >> RSForm!Pro >> Manage Forms >> edit your form >> Components >> edit your file upload field(s) >> Attributes >> add 'pdf' in the 'Accepted Files' text area.
