I have built forms that are activated with Joomla Registration. However, I would like for my forms to not register the User is they are already logged in. Or give Returning User the option to login before completing the form. Is this possible?

The easiest way to achieve this would be to have two forms, one for the unregistered users, which includes the Joomla! registration integration and one for the registered users which does not include the Joomla! registration integration. You can easily separate the two forms from registered and unregistered users by assigning them to separate menu items that have different access levels (public and registered).

How do you assign a new form developed using RSForms to a menu?

When you add a new menu .. the first column that needs to be completed is the 'Menu Item Type' In this lookup the form created by RSForm does not appear.
