Long story short I want to have 2 views for my web page "Residential Plumbing Service" (pc/cell view(s) of same page

I want to turn the image row off when this "Residential Plumbing Service" page is viewed on cell phone/tablet
and cell phone version (box view "no images") off when view on pc

I am using horizontal image box element to create this along with RS Noticia! template

Am I overlooking a step in the RS Editor or How would I go about setting that up?

*webpage is still in demo mode
