It seems that RSPagebuilder! doesn't have an option to set a row, on a single page, to be stick so that any other content below scrolls behind the sticky row.

Has anyone managed this with CSS and, if so, how?

Hello,

If you're using RSPageBuilder! on a Joomla! 4 environment, you can try using the following CSS class in the Row Settings > Row CSS Class field:
position-sticky top-0
