In the 1.2.1 upgrade, you can not order the list of fields or categories in the backend.

It is an error in the installation, or upgrade.
You can not create forms correctly.
This can be corrected

On my system, ordering works on the backend with the Isis template, but not the Hathor template. Hope this might help as I haven't seen it written anywhere

Seems the answer is to select the Form on the left first, then the ordering becomes active.
