TOPIC: Setting up the form with the upload function

I have a joomla site and have been quoted 12 hrs by my developer to setup the form including

Setting up the form
Setting up the server for upload to function correctly
Design etc.

Mu website is a simple static site. I would like to confirm how long do you reckon the job should take?
