Is the Cron plugin dependent on linux cron or standalone. So can I achieve the same effect from a Joomla website on a Windows Platform??

The Cron plugin does not imply the usage of a server side cron functionality. The RSTickets!Pro Cron plugin is actually triggered by a system plugin, that runs whenever someone is browsing through your site.
