I want to change "No comments" to read "Add a comment."

I went to en-GB.com_rscomments.ini and changed RSC_NO_COMMENTS="Add a comment" but it still reads "No comments" on my site, even after clearing cache.

How or where can I change this?

Why do I want this? It's like an invitation to comment. Using "No comments" is unnecessary because if comments are available it will say (x#) comments. Yes, I know I can turn "No comments" off but I like the idea of inviting visitors to comment.

After thinking about this for another second, may I be so bold as to suggest that the component default to the "Add a comment" label.

The logic: Using either label no comments are available, so:

1. Why would anyone click "No comments" if no comments are available?
ANSWER: I have no idea.

2. Why would anyone click "Add a comment" in no comments are available?
ANSWER: To add a comment, of course.
