I just bought RSComments because I assumed it would integrate with RSTicketsPro, which I also use. What I want is for users to be able to comment on knowledge base articles.

Is this possible?
The administrator has disabled public write access.

Yes of course. Inside your knowledgebase articles you should add something like this:
{rscomments com_rsticketspro id_of_article_here}
