HI!!
Sorry for my english, I'm going to try to explain.
The subject field in comments databse stores html equivalent of no utf-8 characters. For example, Noé is stored in database as Noá. This is not happening in comments field.

Hello,

This is normal behavior for the component in order to properly display the accented characters in the frontend.
The administrator has disabled public write access.
