Pre-sales Question about RS Membership

We have a membership organization of educational offices around the country (US). Each office has to post and maintain key information at a minimum, annually, but ideally in real time.

Can I use membership pro to create custom forms for the members that they can edit at will?
The administrator has disabled public write access.
