In setting there is a mail-footer to open the message/newsletter in a browser.
the target can be _blank or _top but the content still opens inside the joomla-frame.

The administrator has disabled public write access.

Hello,

The message is set to open on your site. The message is probably not displayed correctly as it has limited space reserved on the given page. Have tested this with one of the default Joomla! templates? Please try this and let me know.
