Had this problem for quite some time, but finally found the solution.

When a client tried to send a form on their mobile, after the send button they got a 403 error page.
The reason was that their IP was listed on this blacklist as the log stated: This IP is listed in a spam database.

Denial of Service
Deny access to the following User Agents
Protect forms from abusive IPs NEEDS TO BE OFF

This IP address was detected and listed 3 times in the past 28 days, and 2 times in the past 24 hours. The most recent detection was at Tue Aug 21 08:55:00 2018 UTC +/- 5 minutes
This IP address is infected with, or is NATting for a machine infected with the Conficker malicious botnet.


Problem is that everybody that uses Vodaphone with their mobile is using that IP where I come from. So it is not wise that this IP is blocked right?

Is there another way to adjust this setting of Active Scanner? and the User Agents?
The administrator has disabled public write access.
