As far as I can tell RS Firewall is not permitting the RS Form submissions to go through to Authorize.net for CC payments. Do I just need to setup a Exception for this? What should I use for option/settings?

First it would be best to actually make sure that RSFirewall! is blocking this. Simply head over to the Extensions > Plugin manager and temporary disable the RSFirewall! System plugin. Test the form again and see how it goes.

I did that and it is definitely an issue with RSFirewall. Turn RSFirewall off and the form works fine. Trying to workout an exception setting for that form but the URL exception isn't happening, so unfortunately I have to open up the entire module to exceptions, and that does seem to work but I don't want it open too much.
