TOPIC: Error! is not a valid folder!

When my configuration.php points my temporary directory to: /home/southa13/tmp (above public_html), I receive an error on the line:

"Checking if there are any files left in the Joomla! temporary folder: Error! is not a valid folder!"

And the application will not complete running.

(in php.ini I have: open_basedir = /home/southa13/public_html/)

I can remove the error by changing my configuration.php to point the temp directory to:
/home/southa13/public_html/tmp. (beneath public_html)

But, then I receive the error: "The Joomla! temporary folder is publicly accessible."

If you still having the problem remove this line in php.ini in both root and administrator :
open_basedir= ...
Then run the checking again it will recreate root php.ini copy it to administrator ..
