Does activating country blocking in RS Firewall block actual website visitors or just attempts to log in to Joomla from those countries?
The administrator has disabled public write access.

RSFirewall! blocks users (reported as coming from the blacklisted countries) from visiting your Joomla! website. So it's the same as blacklisting an IP manually.

There's also a term called IP block. Like a subnet, so if you IP begins with something like 67.96.xx.xx,you are from a certain country and that is a standard already.
First, solve the problem. Then, write the code.

I have set up the country blocking method in the back end of RSfirewall and it doesn't very good job.
The administrator has disabled public write access.
