Hy!

I think that moderation email is used just for sending email when new event or location is posted:
Moderation Settings - You can set which email address will receive the moderation emails, when an event or location is posted. The email messages will only be sent if moderation is enabled in the Groups section.

You can also see who is subscribed to which event in frontend (event's host menu: list subscribers).

when a customer joins an event

What do You mean by that? If he/she subscribes to the event?

If You select no at 'Enable auto-approve user:' (Settings/Events/Event Registration), do You get email as moderator when user subscribes?

This may answer your question.

When in the RSEvents component. Click Settings>Events and scroll down and you will see Moderation Settings. There you can enter an email address for event moderation and location moderation.

For moderation to work you must set the rules for groups. Go to Groups and either create or edit a current group. Under the Events and Location settings you must enable moderation for any group to receive a system moderation email.

Hope this helps.
