Is there any documentation for RSTester?

No, there is no documentation, because there isn't much to say. Install it just like any other Joomla! component, head to Components > RSTester!, select a component and wait for the results (it will tell if your Joomla! installation can run the component in question).

The problem is that it doesnt show up in the components list. So people are looking for docs to find out why. I have tried using this several times.....just doesnt show up in the list of components, therefore...unable to use it.

We will address this issue, however, there isn't much to say about it. Install it like you would install any extension, head to Components > RSTester!, select the RSJoomla! product, and that is it!
