There are 2 definitions for form id ion the backend.

Form id is the name of the form the user enters when creating it.

Form ID is the internal number (primary key?) of the form used internally.

As they both have the same name I suggest that in the future their difference is more explicit, like making Form id to Form id name and Form ID to Form id # (the latest is how it is called from modules configuration).
