In setting up custom fields in Departments, you cannot change the order of the customer fields. This lack of flexibility is very frustrating. In addition, I have noticed that the field order can become jumbled after saving the configuration. The result is that the tickets make no sense because the field order is jumbled

This feature to reorder custom fields is a necessity in the real world.
Every other Joomla component I use has this feature embedded in it.

Please respond as to a possible solution in a future release?

We have such a feature on the to do list for RSTickets! and it will be added to the component in it's near future updates.
