I'm trying to address a user issue that has been brought forward by management. The issue is that the description field is not obvious when it is set to only appear when the user hovers over the label. The second issue is that if the user does happen to hover over the label, the description popup is not obvious as it's positioning makes it very easy to miss. This is resulting in frustration from our users and staff that review the input as the "input" is not what was expected and the instructional description was not read.

We are hoping that it would be possible to change the behaviour so that the description is displayed below the form block rather than as a popup.

While testing the UIKit popup is displayed centered above the rsform block, it's too far away from the label and get missed.
The bootstrap option displays the description where the cursor hovers over the label, however neither are 'obvious'.
It would make more sense if the hover/focus action was triggered by the input field.
Even better would be to place the description below the input and to be visible at all times.

Can this be achieved?
