TOPIC: file upload language/translations

I would like to have control over the text shown on my file upload button and the placeholder text. There are no settings for these in the field options and I read on the forum in old posts that it is left to the browser/computer of the user.... not a very nice solution and it doesn't work as my Dutch browser still shows English text for the placeholder.

My question, please give control and add field for placeholder and button text for the file upload field (with possibility for translation). That way I can say Upload CV instead of upload file etc.
