We are using the Joomla registration plugin and it is set to ...

Use Joomla Registration Integration: Yes
New User Account Activation: Admin
Defer Admin Email: Yes
User Activation Action: Show message specified below
Admin Activation Action: Show message specified below

In the user email there is {user_activation} link
In the admin email there is {admin_activation} link

In the Joomla User Manager Options "Allow User Registration" is set to "No".

The account is created upon submission of the RSform and is not activated. However, when the user clicks on the {user_activation} link in their email to "verify the email" it instead activates and enables the account.

The admin email is then sent out. When the admin clicks on the {admin_activation} they get a 403 error (because the account has already been activated.

We do not want the account to be activated until the admin approves. This was working properly when originally set up. We just started noticing it working incorrectly in the past few weeks.

Please advise.
The administrator has disabled public write access.

Listen in Apache log i found code 303 when I use the activation link. It rederict do /index.php ??? What is wrong with the activation plugin?
