TOPIC: user not getting registration emails

Client site atam.org.au I have struggled to make Joomla User Registration plugin to work. I cannot get any emails after new user sign up. Despite this admin emails are coming in but text only "{admin_activation}" not activation link. User database is not populating but I can see form submissions [but username is not shown]. Would appreciate someone having a look thru to see config errors or other issues. After 6 hours I am not seeing anything anymore.
The administrator has disabled public write access.
