Greetings from Germany,

We've got a problem with the RS!Form Pro Component.

We get every E-Mail from the submitted forms, but in the Joomla administration, not all subnmissions are collected.
The administrator has disabled public write access.

Hello,

Send a ticket to tech support.
I have not ever seen this issue before and you don't need to change settings to have the submission in the databases.
