Has anyone added a basic Submit form button on a paypal plug in form?

I have created a form with a mixture of paypal and normal elements and have 2 buttons on the form, 1 submit to paypay, the other just a regular submit form (not going to paypal) so admin and user will receive a copy of submission in email to print off.

But the second basic submit still submits to paypal, tried moving the button up above the total etc and still does. Is there a coding hack or something that can be done, or the system the customer wants I cannot build?
