Single User Register Multiple Invidivuals with Different Options

We can currently register multiple individuals and purchase multiple tickets, and with the RSForms integration, we can collect a ton of information about those people. But some events need to know which tickets go with with individual.
It would be good to be able to have one person able to register multiple individuals, and select associated options for each.
I'm thinking in particular for registration for conferences with different options.
Agree, Most times event tickets are paid for and registered by an office admin. All the tickets will then have the office admins name on. Ideally it's required to state the name for each ticket, their position and maybe company.
