Floating meassage

I would like to see some sort of a floating message or pop-up module created. I have seen many website that have floating messages that appear to inform you of important news like revised online hours and so forth. I have looked into a few options from others but they aren't that good. Mod would be able to be turned on and off. Set start and end dates of messages. Text editor to easily change message and allow for links to other areas of the site. And allow you to select which pages the floating message would appear on. Also would be a bonus to allow for multiple messages to be created so that different pages could have a custom floaters. but only one floater message could be assigned per page.
