Template for Tickets

Currently only additional custom fields can be added and there is only one layout.

I would like to see several layouts that could be assigned to different departments, and the layout itself should be more customisable - for example you might not want to see 'Subject' field. Or you might want to hide the Department drop down so that users cannot change the department.
