Global Custom Fields, not just department dependant

I would really like to be able to add custom fields that apply across all departments.
These would be displayed on the ticket after the name and email, but before the Department selection.
For example, I would like to put a Phone Number field on all tickets. It is very laborious to have to add these sorts of fields to each department, and the layout is not really correct.
