assign forms to access levels/categories

We would like to assign forms to certain access levels or categories, so that users from one one user group cannot edit the forms of another, i.e. s/he can make forms in category A, but not in category B, because of the ACL settings.
We are running an intranet site for our organisation. We have some 2400 users and some 70 editors/authors in some 20 user groups. They have been assigned various access levels with categories of articles, so they can only edit/publish their own articles. We would like to do something similar with the forms, so that department A has a number of forms that they can edit (based on their access level) and department B has another set of forms.
