Does this manage PayPal Subscriptions, or is it handled as a purchase @ every renewal?

My biggest pain handling subscriptions via PayPal are the account upgrades and downgrades... it means I must cancel the subscription every time, and restart a new one with my client which is a pain! Does RSMembership! handle it for me?
