Option to set the Statistics default to always on (Yes)

Currently, you can set in the backend the statistics to on.
When a user uploads a new file, he will have to remember to set the Statistics dropdown to Yes as it is set by default to No.
Unfortunately my users forget to do so.
Suggestion: Add a setting which enables to set the statistics by default to Yes.
