Limit use of categories to user groups

By default users with add event permissions can add events to any category.
But you may want to restrict this in certain cases. For instance you may have 'Members only' and 'Public' categories whereby you only want internal staff to add to 'Members Only' category.
It would be good to have the ability to restrict categories to users based on joomla groups and permissions when adding events.
