Hi,

Can this component make the new feedback by the registered user only to default UNPUBLISHED? Notify the admin that a new feedback received, please review it. If it is ok, then he can publish it.

Yes, RSFeedback! offers the possibility to only display feedbacks in the frontend if an administrator previously reviewed and published it. This is being set up per group, you can read more on this topic here:
