Trigger notification emails when the department is changed

When a new ticket is submitted, notification emails are sent to the addresses added in the department notify section.
But when i (as staff member) change a ticket from one department to another, no notification email is sent to the addresses in the "new department" notify section.
After changing the department, the component should send a notification to the emails added in the department notify section.
