Transfer assignment of listing

Can a feature be created whereby the site administrator or moderator have the ability to transfer ownership of a listing from one user to another. For example, the Yellow Pages may have your business listing on their site and when you view the listing they ask, "Are you the owner of this business?" You have the ability to register on the site and claim that listing as your own so you can maintain it. A credit card fee or other means to validate the user may apply.

You could further enhance this feature to allow transfer of listings between users who may wish to transfer goods between themselves. Once again, these transaction could require additional user fees.

I believe this feature could greatly enhance the value add that the RSDirectory software adds to any website.
