Move some Event Registration settings to the event

The following settings should be made available in the individual events instead of in the master config (Settings>> Events): Multiple registration Multiple tickets Force login Create Joomla! user I suggest that these be moved to the individual events or make it so that you can override the settings in the individual events. It's possible that I may have some events where I want to allow multiple registrations and others where I would NOT want to allow it. Similarly, I may want to allow multiple tickets, force login, or create a Joomla user for some events and not for others.
