Manual verification possible?

I need to implement the following functionality in Joomla:

After sending the form, the user will be notified by mail that the entry will be checked by an operator. The operator (admin access) either a) approves the submission or b) not approved.

In case of a) the data will be sent as a webservice to an internal system (I can implement this myself). In case of b) the user will recieve a mail about his errors, and a link to the form prefilled with his previous entries - and the possibility to fix the errors/missing info, and resend the form.

Is this possible to achieve by tweaking RSform!Pro?

Unfortunately neither RSForm! nor RSForm! Pro have the possibility to reload a form and modify the information that was previously submitted. However this features can be added by modifying the source code of the component.
